no more thanは「わずか～しかない」＝only
not more thanは「多くても せいぜい」=at most
There were no more than eight passengers on the train.（その列車にはわずか8人の乗客しかいなかった。）
There are probably not more than three thosand books in the library.（その図書館にはせいぜい3000冊の本しかない）
